Korea and Laos have reached an agreement to deepen cooperation in countering transnational crime and expand collaboration into future-oriented economic sectors during vice-ministerial talks held in Seoul on November 24.

Vice Foreign Minister Park Yoon-joo and Laotian Deputy Foreign Minister Phongsamouth Anlavan shared concerns over the growing threat of online scam operations and cross-border cyber-enabled criminal networks.

Both sides agreed to strengthen investigative cooperation and enhance operational channels between law enforcement authorities.

Vice Minister Park said, “The rise of online financial crime in the Southeast Asian region requires a coordinated and institutionalized response framework.”

Deputy Minister Phongsamouth affirmed Laos’ commitment, adding that the Laotian government recognizes the urgency of the issue and expects closer partnership with Korea.

Both sides also discussed expanding collaboration in critical minerals supply chains, the green economy and climate response, and education and human-capacity development, underlining the need to advance cooperation beyond traditional ODA-focused engagement toward a mutually beneficial strategic partnership.

Korea and Laos established diplomatic ties in 1974, suspended relations in 1975 following political changes in Laos, and restored relations in 1995.
